Which of these sentences grammatically correct?
1. I recommend he continue practicing the four skills.
2. I recommend he continues practicing the four skills.
3. I suggest he continue practicing the four skills.
4. I suggest he continues practicing the four skills.

#1 and #3 are correct. "to recommend (that)" and "to suggest (that)" require the subjunctive.

To sum up, should and that is optional.
