Why is "for" used in the sentence? Would the meaning of the sentence be more clear if "for" were deleted?
One ongoing effort asks researchers to pre-register studies before they start, and ***for*** journals to agree to publish the results however they fall.

It can be helpful to split up compound sentences to better understand the grammar.
Here the sentence could be "One ongoing effort asks for journals to agree to publish the results however they fail."
You could delete the "for" if you like, with no change in meaning, but using the proposition "for" in this case is probably more common.
