You can also use “inside” if you really want to emphasize that you will meet not outside, but inside! The simplest option is to use “at” for both

Inside would not be the appropriate preposition. But there are a couple of options.
Shall we meet in the station or in the café.
Shall we meet at the station or in the café.
Shall we meet in the station or at the café.
Shall we meet at the station or at the café.
