Hello! Hope you're all doing fine.
Question! Reach out to sb means 'ask' or 'offer' help?
Do the following sentences make sense?
1- When I need help I usually reach out to a friend.
2- I've reached out to a friend who was going through a rough patch.
Thank you!

Both make sense. "Reach out to" just means to contact, for whatever reason.
