Does "You know" at the start mean "Do you know?" which he is actually asking the audience and people sometimes drop "Do" or is it just a phrase with little meaning used while you are trying to think of what to say next?

He's not asking a question, or else there would be a question mark. He is saying “ you know “ as a way of catching the reader's attention
