Ammo is short for ammunition... which includes bullets.
Ammo can also include missiles, bombs, grenades, arrows, sticks, stones and nasty words.

Bullets are a type of ammo. Ammo just means the stuff used by a weapon. For example, Bows use ammo, but they use arrows for ammo, not bullets.
