'If you wanna see some rough numbers, I can get them to you by Wednesday.' This is a sentence that a person talked to his supervisor. Here,I want to ask a question about the word 'by'.Does the word 'by' here equal 'on',which means that
'I get them to you on Wednesday,or before Wednesday,or what'?

on wednesday would here mean that data would be provided only on wednesday but by here would mean data would be provided any time between the moment its spoken to the latest by wednesday.
