can i say "¿Puedo tomo una foto con tú?"

As Nanbeiro as said, you need 'contigo' in this sentence. Here in Spain is more common to use 'sacar' instead of 'tomar', so it would become:
"¿Me puedo sacar una foto contigo?"
Other possible verbs are also 'hacer' or 'echar':
"¿Me puedo hacer una foto contigo?"
"¿Me puedo echar una foto contigo?"
