In english, when you dont understand what someone says, you say: "What?!" or, "Sorry?!" or "excuse me"
In portuguese it doesnt happen.
DESCULPE - you use it when you want apologize yourself >> I'm sorry;
COM LICENÇA - It's like >> Excuse me..
For exemple: Excuse me, I want to walk in.

Desculpe - is more like "sorry"
Com licença - is for when you want to go through and somebody is in your way, or when two people are talking and you have to interrupt...
