According to OED, there is no need to hyphenate words beginning with the prefix 're' so 'reregister'. Exceptions are words beginning with 'e' - 're-enter' and words that would otherwise be identical to existing words - 're-cover' ('cover again' as opposed to 'recover').
There is no difference in usage; they are the same word.
