Do they have the similar meaning? "come hell or high water" and "by hook or by crook"

The two meanings are not exactly the same. The saying "come hell or high water" means someone will persevere no matter what difficulties are encountered. The expression "by hook or (by) crook" implies a person will do anything, no matter how unscrupulous, to achieve their goal.
