"pendant que" means while
"tandis que" can mean "while" or "whereas"

this is a difficult question... in a temporal sense, both are almost interchangeable (in other words, the nuance in meaning is very slim). Let's say that "pendant que" is more colloquial. Now, only "tandis que" can be used in an oppositive sense.
