What's the difference between them?

"Sit" is used in the present tense. "Sat" is used in the past tense. "Sat" would be used because the question could be rephrased as, "If I sat down, would you mind?" If you change the question to "Do you mind if I sit down?", "sit" is used because the tense of the sentence has been changed from past to present tense.
