do we say in the boat or on the boat?

It depends on the situation. No easy way to answer without context, although "on" is probably most used.
I live on a boat. I went to London on ( or in) a boat. Get on the boat. Put the food on the boat. Put marine fuel in the boat. We like spending time on the boat. I left my keys on the boat.
