What does "as to why" mean?

"As to" can mean "about", "referring to".
"There are questions as to why bankers have not faced criminal charges."
But usually, I think, it is just sloppy English, and "as to" should be omitted. It changes a question into a sentence.
"Why do people say it? Because they don't know any better."
"As to why people say it, it's because they don't know any better."
