喂,那位 = Hey, man.
Or do you mean 喂,哪位?= Hello, who's that?
怎么没接我的电话? = Why aren't you answering my calls?

It depends on the context. For example "喂" is how you would answer a phone call. It can also be a rude way of getting someone's attention, i.e. *someone bumps into you on the sidewalk* 喂! 小心一点!(hey, watch it!) [literally meaning: be a little more careful.]
It looks there is a typo. It should be: 哪位. 那位 means "that[one]" referring to a person. 哪 is a question word meaning "where,which". 哪位 means "who is it?" i.e. *Someone picks up a phone* 喂,哪位[hello, who is it?]
怎么没接我的电话 = How come you didn't answer my phone calls?
怎么 = how?
没: doesn't have,without, negates incomplete actions, so 没接 - didn't pick up
接= to pick [up]
我的= my
电话 = phone [in this scenario it means "phone call"]
