in this case,you must consider which object(any evidence or related document ) is closed to "be"(is or are)。Chose the closest one!.

In this case I would use are, because the word documents is plural. If it was just any evidence, then it would be is. Any evidence is presented. Any evidence or related documents are presented in case of urgency. Hope this helps.

Plural is needed. For example, remove "evidence or" from the sentence as a test.

I think the whole sentence is wrong. Use "will be" Any evidence or related documents will be presented in case of urgency.
