It is a very nice compliment.
It means : having a good understanding of the way people behave and/or a good knowledge of culture and fashion

It is definitely a compliment. It means that you are aware of complex and subtle issues and are capable of understanding them.
If I say a person is has a sophisticated knowledge of English, it means they have an understanding of the fine points, not just the basic grammar and vocabulary.
