U can say "this room has the seating capacity of two hundred people."

This room seats 200 people means you can get 200 people sitting down, whereas this room holds 200 people may mean only if they are standing. Most function rooms will quote different capacities for different events, for example, standing, theatre-style seating, seating at tables etc.
