Redneck dives are cheap bars where rednecks go. "Redneck" is a rather insulting term for uneducated country people. A "discriminating critics of dark redneck dives" would be someone who went to such bars a lot and was able to tell the best ones and were very particular about them. It is ironic and implies the person would not have good taste.
