What does "true-running" mean?
the rim of a wheel is calibrated to very tight true-running and lateral run-out tolerances

True-running is used in bicycle terminology, I believe. If a wheel is true-running, it does not wobble between the brake pads.
Making a wheel so that it is true-running is called 'truing' ( a sort of made-up word, I think).
