A down-and-out is a tramp or a homeless, destitute person. He is snoring and sleeping in a doorway.

Someone "down and out" is a person who suffered some setback, personal or financial. Perhaps they have nowhere to turn and must sleep in a doorway. "Down-and-out" hyphenated is used as a noun.
