what is meant by 'modest to moderate pace'? thanks
U.S. economy expanded at a “modest to moderate pace” in January and early February .
BTW,The degree to which there may be a reduction in the diplomatic personnel, it’ll be modest. can I use moderate to replace modest here?

it is well said by Randy. You need to provide the sentence, anyway, it somehow means , at a low to medium speed. Depending on the context, apply the meaning. :)

These are subjective words. You likely cannot find two people who agree about the exact meaning. They both mean "not a lot".
