An open bench order means there is an active written warrant that was written by a judge that gives a policeman the authority to arrest someone and take that person to jail for contempt of court. That person may have failed to appear in court. It is open, because the time has not run out, or the case has not been settled, and there is a warrant out for the person's arrest.
