It's to have a dream/wish come true.
It's from, "The Wizard of Oz" Judy Garland - red shoes, click heels together 3 times and return home.

As Craig says it is from "The Wizard of Oz". The actual spell is to click the heels of the magic ruby slippers together three times and chant "There's no place like home. There's no place like home..."
It is said usually in a case where the person is someplace they don't want to be and would like to be someplace more pleasant or safe.
