Snippy is an American term. We say 'don't get snippy with me' when somebody gives a short answer or when somebody is being impatient. It is considered disrespectful.

It means don't snap at me when you talk to me. Maybe someone is in a bad mood and replies quickly or dismissively.

We'd say snappy, but it means speak to me with more respect.
