If something is personal, no one else has any business knowing your personal affairs. Something can be sensitive to you, and it should not be discussed by other people. You could say, "that's personal". Don't ask questions that are personal". If something is private, you don't want anyone to know about it. You might tell just your closest friend about something private, but you also tell them, "don't say a word about this....let's keep it private". It's a secret. Some things you don't tell people about. It is a private matter.
