che cosa e' la differanza tra "divieto" e "vietato"

divieto: nome, English: prohibition, interdiction, inhibition
vietato: voce del verbo vietare, participio passato (forbidden)
The meaning is similar, but the syntax rule is quite different!
a1) qui e` vietato fumare, come in ogni posto dove c'e` Andrew, anche se solo di passaggio.
a2) qui c'e` il divieto di fumare.
b1) (su un cartello) divieto di XYZ
b2) (su un cartello) e` vietato XYZ
(se XYZ e` un verbo)
