What does "He's a little off." mean?

I need more context really.
If someone is being described as being a little bit off today, it means he's not in a good mood.
He might be speaking to people abruptly and not being helpful.
That's what being off means.
But it could also mean he's not got the information exactly correct.

It could also mean his last decision or answer was not quite correct or accurate.
