Pay back/pay off the loan = same
But 'pay off' also means to pay somebody to do something immoral or illegal
We paid him off to be quiet about the affair
We paid her off to throw the jury vote
We paid him off to throw the fight
And 'Pay back' also means to get revenge.
He ruined my chances of getting promoted and I'm going to pay him back.
