You need a comma because "I'm sure" is a personal comment. The commas indicate that chunk can be cut out. Look at the sentence without the personal opinion. It still works. "If a movie theater were to be built in my neighborhood, some residents would believe that it is a great idea; others would disagree." (Yes, I cut out "going" as well. It's redundant if not wrong.)
