It's an offensive word used applying to non-russian nationalities, as usual to Caucasians and Central Asia nationalities. "Чурки" is plural, singular is "чуркa". It may be translated as "stupid".

The meaning of that is umm... we call like that almost all who is not Europian you know... But the most often we call so Arabs and Caucasian and more seldom Asians. The singular - чурка and plural is чурки. So.. this word is concerned with racism.
