"Cuddle and bubbles" refers to a hotel room and environment that is specially set up for a romantic stay for a couple.
Cuddle is hugging and kissing.
Bubbles refers to two things - bubbles from a jacuzzi (a bath with air jets), which assume the couple will be bathing together; and champagne, a bubbly alcohol.
For a hotel stay advertising "cuddle and bubbles" you could expect things like a walk-in shower, large bed and mirrors on the ceiling.
