what does the “paper frills” mean?
Dick steered while Dorothea looked at the gaudy paper cover on her cookery book that was covered with coloured pictures of joints of meat with paper frills, a pheasant with a bunch of long tail feathers, a piece of pink salmon with some bright green parsley, a jelly, a pie, and a tremendously decorated cake. Does the paper frills refer the book cover wrinkling or a kind of ornament for meat

A paper frill is a paper sock, cut into a nice design and fitted over the end of the bone of the meat.
