"Do you think time would pass me by?" is the proper phrase.
"To pass by (something)" means to walk past something without paying any attention to it. This can be literal or figurative.
The meaning is that Ms Carlton wonders if time would walk past her and ignore her, ie. if she would miss her opportunity.

"If I could fall
Into the sky
Do you think time
Would pass me by
’cause you know I’d walk
A thousand miles
If I could

Sometimes people refer to time passing them by when, for example, they have missed certain opportunity when young and in later years wish they could have a second chance at that same opportunity. Other times people may all of sudden realize their getting older and think about how time has passed them by.
