The second one is often translated with obscene language, so I'm not sure how does it sound in portuguese.
Would the "safe" version be:
Eu não me importo?

Both are normally used in a colloquial, informal conversation, meaning "I don't care".
"Eu não ligo a mínima" it's not obscene in portuguese. It's only more emphatic than "eu não ligo". You can also say "não tô nem aí", meaning the same thing.
"Eu não me importo (I don't mind)" is a little bit more formal and polite.

"Eu não ligo significa" dizer "eu não me importo" e "eu não ligo a mínima" não está correto, o correto é "eu não dou a mínima" que também significa "eu não me importo.
