The emotion conveyed by "古怪" can be stronger than that by "奇怪" 古怪:1. negative(=weird, strange). And 古怪> or = 奇怪. (However, practically, the two words are interchangeable. But 奇怪 is more conversational.) (And 奇怪 can be more neutral. "hard to understand, out of expectation. etc." Hence when they can be interchangeable, 古怪 can be more negative.) 2. positive: "distinctive, special, out of ordinary, original, or creative." (奇怪 doesn‘t have this meaning.) e.g. 精灵古怪(extremely smart and original, creative.) In conclusion, 古怪 can be strongly negative or positive, while 奇怪 is more neutral or more slightly negative.

yes, a little. 1 not normal, different from common things 2 out of expectation, cann't understand 古怪 odd, eccentric 脾气古怪,样子古怪 if something is 古怪的,it must be 奇怪的, 奇怪的 is not neccesary to be 古怪的 from the explanation, we can know that 奇怪 is neither commendatory nor derogatory but 古怪的 is kind of derogatory
