(However, practically, the two words are interchangeable.
But 奇怪 is more conversational.)
(And 奇怪 can be more neutral. "hard to understand, out of expectation. etc." Hence when they can be interchangeable, 古怪 can be more negative.)
2. positive: "distinctive, special, out of ordinary, original, or creative." (奇怪 doesn‘t have this meaning.)
e.g. 精灵古怪(extremely smart and original, creative.)
In conclusion, 古怪 can be strongly negative or positive, while 奇怪 is more neutral or more slightly negative.
