what does "four eyes are better than two" mean?

Maxey's interpretation is the most likely one. Normally, people say is "two heads are better than one", so I wonder if another meaning is intended. "Four-eyes" is a name for someone who wears glasses. Maybe glasses, though inconvenient and unattractive, are better than trying to see without them.
