'Write' is always used as a verb.
"He writes stories."
"She is writing a letter."
'Writing' can be used as a participle form of 'write' and the gerund (noun) form.
"He is writing now." (participle verb)
"His writing is not too good." (noun - gerund) = What he writes is not good.
