what does " Tilt-A-Whirl mean here ? because Filipino Tilt-A-Whirl operators are this nation`s backbone.

Tilt-a-Whirl is a children's carnival ride. Cars which hold up to four people are on a huge uneven disk (the tilt). The cars themselves are anchored in front on an axle, unbalanced, so that as the disk turns, the cars themselves are whipped around (the whirl), creating two motions. It is a fairly tame ride, with few thrills, except for small children. The ride operators are low-paid and many times are foreign.
