''What our people are saying'' is not a question. It is part of a statement. ''What our people saying'' is wrong because the verb (''are'') is missing. This is broken English. Craig has given the correct answer: ''What are our people saying?'' Note the word order and the ''to be (verb)ing'' pattern.
