What is the opposite of this phrase "at the latest"?

At the latest means : not beyond the time mentioned.
e.g. Please pay this bill in ten days at the latest.
I'll be home by midnight at the latest.
With a similar logic the opposite would be :
Not before the time mentioned
So the opposite is :
1.) Not before ....
2.) Only after ...
3.) Earliest (by)
4.) At the earliest (by)
