意向形+とする means to try to do something habitually.
Is there 辞書形+とする? I seem to came across it.
If yes, what does 辞書形 + とする mean?

In that case, する means to suppose as hypothesis.
It can be any of 辞書形、~ない、~た、なかった like 来る、来た、来ない、来なかった.
(例)
彼女がパーティに来るかどうか分からないが、もし来るとすれば、9時ごろだ。
I don't know if she is coming to the party or not, but if we suppose she is coming, it will be around 9.
みなさん、ここに黒い箱があるとします。
Everyone, let's say there is a black box right here.
