What does "to tie a record" mean?

A record means some limit, physical or mental, that no one has yet surpassed. A tie is an even outcome, with no winner and no loser (or no single better score or performance.) The world record time for the 100m is held by Usain Bolt. So far, nobody has run the 100 m dash faster than he has. If someone ran it in exactly the same time as Bolt, they would tie the record. If they ran faster, they would break the record.
