1 We call it " uthmani script" in Holy Quran Book
2 We find the symbol on the word "ى" with the blue, in Holy Quran Book
الرسم الإملائي أو العثماني للمصحف
لتقرأ الألف المقصورة ألفا
To pronounce "ى" like "أ"
Ps: توجد في أحكام تجويد القرآن

The font is Naskh نسخ
The symbol above the yaa is a small alef. This symbol is a tiny alef written above the yaa to indicate that it is pronounced as an alef. So the right most word on the first row would be read "Ta maa raa" not "Ta maa ree" because the Yaa has this symbol above it.
Note that this symbol is used mainly in the Quran and not in normal Arabic writings.
