What does 'shawty' exactly means? For example "what's up shawty..."

It originated from African American rappers in the ghetto. It's slang for 'shorty' as Sal Odeh said. You could say 'What's up shawty' to anyone regardless of their height. Although I would refrain from using it, because unless you're black it would sound quite stupid.
