What does 'I dare say' means? And 'daresay' is it a verb?Example please.

It's actually a modal form! :) "Daresay" is the same as "dare say".
The meaning is something along the lines of "I imagine it possible that..." That is, you don't have the facts but you're "brave" enough to out your opinion forward anyway. It sounds rather formal, and no you don't literally "dare".
