These words do have similar meanings for a particular case.
So both can mean: a show of intention to inflict harm or an expression of intention to inflict evil, injury, or damage
'Menace' can also mean: an annoying person, or a trouble maker.
'Threat' can also mean: an indication of something impending.
For example: The sky held a threat of rain.
