A problem is something you need to solve.
Ex: I have a problem with my washing machine. -- You need to fix/repair your washing machine.
Ex: I don't understand what the problem is. -- You don't know what the problem is, in order to find a solution.
Ex: I have a problem with you. -- Someone has an issue with another person.
A question is something you are asking another. You should get a response/solution from another person from whatever question you asked them.
Ex: Where are you going tonight for dinner? You are asking someone where they are going for dinner. You are asking a question.
Ex: What is your phone number? You are asking someone what there telephone number is.

Problem:
A matter or situation regarded as unwelcome or harmful and needing to be dealt with and overcome.
A thing difficult to achieve or accomplish.
For example, " I've got a problem, i may be late for work. " - Because you may be late that has now become a 'problem' for you.
Question:
A question is when you ask someone something, or something that requires an answer.
The question mark which is '?' symbolizes the sentence as a question.
For example: " Hi, how are you? "
Hope I've helped. :)
