This is a greeting used commonly in happy occasions specifically such occasions as engagements, marriages, or having a new baby. When a guest says "congratulations", 32bal 3andk is the expected reply. It means "I wish the same to", or "may the same thing happen to you soon".

As for the meaning of this phrase; it's used when someone congratulates you for something (whether marriage or having a new-born baby, or even graduation) so you reply and say this phrase which means I wish you the same :)
